Westbrook will not charge fees based on a development’s impacts to the school and sewer system. The decision is a reversal from last fall, when the Westbrook City Council expressed interest in the idea and planned to charge impact fees on all building projects with permits issued since Oct. 3. The fees were popular among residents and officials concerned about the pace of growth in the city at a time when hundreds of housing units were proposed for Westbrook. City staff spent months developing the formulas for the fees, which are designed to pay for new capacity needed as a result of a development. Under the system proposed, for example, the owner of a new three-bedroom house would need to pay a $3, 245 school impact fee to offset the future costs of adding children to local classrooms. But when the final proposals for those fees came before the City Council last week, the group rejected them. Cathy Czerniak, community development director for Lake Forest, has proposed calling 2017 "the year of the crane." "One morning when I looked at the skyline, I saw four different cranes piercing the skyline from the central business district ," Czerniak said. The Lake Forester recently spoke with Czerniak about the state of various ongoing construction projects in town. Lake Forest Hospital The hospital is still on target to open its outpatient clinics this fall with the rest of the almost $400 million hospital to open in the first quarter of 2018. Final work on the interior of the buildings is being completed, a temporary parking lot is being removed and the height of a berm on the south side of the property is being increased. CLEVELAND, Ohio -- A Lyndhurst hotel and a pair of projects that will bring nearly 500 apartments to Cleveland won financing support Tuesday from the Cleveland- Cuyahoga County Port Authority . The port's board signed off on nearly $200 million in real estate- related bond transactions , setting the stage for construction to start within months on a trio of projects. The agency acts as a conduit for development financing, issuing bonds and helping to structure deals that involve longer terms , lower interest rates or cheaper construction materials than a borrower might find in the private market. Tuesday's headline deals were: A  Hyatt Place hotel and a 355- space parking garage at the Legacy Village shopping center in Lyndhurst. Developer Mitchell Schneider hopes to start construction in May and to complete the $33 million project by June 2016, in hopes of grabbing hotel- room demand generated by the Republican National Convention in July.
