In 2013, Randy Dillard was living with his four sons and a daughter in an apartment at 198th Street and Bainbridge in the Bronx. The windows were broken; mold and mildew streaked the walls. In the winter, Dillard’s family had to boil water on the stove to bathe; there was no heat or hot water. When the New York City Housing Authority conducted an inspection of the apartment on behalf of Section 8, the federal rent assistance program that financed Dillard ’s rental, the unit failed the test, and Section 8 stopped paying Dillard ’s landlord, demanding that he make repairs. The California legislature is responding to spiking Bay Area rents by moving bills that would force cities to loosen restrictive land use rules that have impoverished renters and created massive profits for apartment owners. Year-over- year apartment rents at the end of March 2016 were falling hard in the Bay Area, with annual percentage decreases of 15% in Redwood City, 13% in Santa Clara, 8% in Palo Alto, and 5% in Oakland. But prices stabilized after the election of President Donald Trump ignited a new technology stock price boom , and have recently begun to take off and spike to new all-time-highs over the last 12 months. But the most recent Zumber survey found that Bay Area one- bedroom apartment rents rose by 2 percent in July. An Oxford University worker has been charged with murder after a man's body was discovered in an apartment with more than 40 stab wounds . Andrew Warren, 56, a senior treasury assistant at the institution's Somerville College, is accused alongside Professor Wyndham Lathem , 42, of murdering Trenton Cornell -Duranleau. He was the third of four children. His father’s work brought them to Long Island and a year living abroad in Venezuela. His parents’ divorce led his mother and her children back to her hometown in Salamanca, New York. Steven’s interest in building was evident at an early age — if he didn’t have it, he would build it. He was an athlete — football quarterback, basketball guard, pole-vaulter. Pole vaulting incorporated speed , strength, suspension, and physics. It thrilled him so much that he constructed his own bar and pit in the backyard. He practiced diligently and made it to the state level in competition.
