FESTUS • A new senior housing development has been approved for Brandon Wallace Way in Truman Village here. The City Council on Wednesday night approved a request from Jamaican Folly LLC to change the plan for the 4.28-acre property from retail/office/commercial to residential. The development on the southeastern edge of the property would include 36 single-story apartments in six buildings. This development, proposed by Patrick Werner and John Anselmo, would be for senior citizens and similar in style to the Sand Hills Place apartment complex west of the site, said Matt Clemens, public works director . An attempt last year to put a 60- unit apartment complex on the opposite side of Truman Village was thwarted after residents complained it was supposed to be villas. No one spoke against the current plan at the public hearing before the council vote.

Another 250 new homes and a new “village centre” have been approved for a garden city in Kent. The proposals for Ebbsfleet, between Gravesend and Dartford, also feature a supermarket and space for a cafe takeaways and small businesses in the centre of the area known as Castle Hill. TWIN OAKS • Rezoning for Big Bend Square , a $ 53 million mixed -use project on the site of the former Schnucks southeast of Big Bend Boulevard and Highway 141 that is considered the biggest project in Twin Oaks’ history, was approved in a 3- 1 aldermanic vote Wednesday night . The building, which had housed Schnucks for about 17 years, will be transformed to have one story of retail and four of apartments. St. Charles County- based Haley Holdings Seven LLC is proposing the redevelopment of the 11-acre site, including 219 “high-end” apartments as well as revamped commercial use. There will be special “walkability,” parking and security measures, and solar paneling is planned. The property, a vacant lot at the northeast corner of Bayshore and Thomasson drives, has been slated for affordable housing since 2005. But it has always been the county's plan for the East Naples site that the housing on it — either condominiums or single family homes — would be owned and not rented. In a 2005 agreement with the owners of the property, called the Cirrus Pointe Planned Unit Development , the county gave developers permission to build more units than is typically allowed in exchange for keeping 44 of those condos or homes affordable. The mood was tense, the hour was late and the conflict had a familiar ring to it. Ansca Homes is seeking permission to build 206 apartments on Hypoluxo Road, and the neighbors were not happy. “There are two sets of property rights here, the existing communities and the people who want to build,” Palm Beach County Commissioner Shelly Vana said. “I hope the answer is something everybody can live with.” Vana reminded the homeowners that workforce housing , which accounts for 142 of the 206 apartments, is a mandatory program heavily supported by the Palm Beach County Commission .
