Ansca Homes is seeking permission to build 206 apartments on Hypoluxo Road, and the neighbors were not happy. “There are two sets of property rights here, the existing communities and the people who want to build,” Palm Beach County Commissioner Shelly Vana said. “I hope the answer is something everybody can live with.” Vana reminded the homeowners that workforce housing , which accounts for 142 of the 206 apartments, is a mandatory program heavily supported by the Palm Beach County Commission . Ground broke late last month on a new luxury apartment neighborhood at Coffee Creek Center : Eagle Crossing , under development by In Good Company (IGC). Eagle Creek’s 170 units will be located on 18 acres immediately south of Rail Road, east of Kelle Drive, north of Sidewalk Road, and west of land owned by the Coffee Creek Watershed Preserve. The development will consist of 23 buildings, designed in the Prairie Style, each luxury unit in which will include an attached garage, full-size washer and dryer, and access-controlled entryways. Samuelson Development has spent the past 15 years building and managing apartments in Sioux Falls, one of the fastest growing cities in the nation. Now, the construction firm has struck out for the west where it is seeing new opportunities and investing millions of dollars. "We love the Rapid City market ," said Matt Petersen, property manager for Samuelson Development . "Our research showed there was a high demand for luxury housing."  The company, which has about 600 properties in its portfolio, is spending about $16 million on the Copper Ridge Apartments project now under construction at 2000 Golden Eagle Road in southwest Rapid City , project manager John Samuelson said.
