Olympia to revise codes to allow for a variety of housing

Whitney and Luke Bowerman dream of building cottages on one of the few larger lots remaining in Olympia’s Eastside neighborhood. They want to leave the existing trees on the Fairview Street Southeast lot , and reflect the character of the neighborhood in their design. The cottages would join a new, three-bedroom house also designed to fit the area. But the city of Olympia has made it expensive to build cottages, the Bowermans said. They estimate that city fees alone will run $30,000 to $40,000 per cottage. And the cottages will be just between 500 and 800 square feet. “The impact fees for a 500-square-foot cottage are almost the same as for a single-family home,” Whitney Bowerman said. “But you can’t rent them for as much,” Luke Bowerman said. If changes aren’t made to reduce the costs, the Bowermans said, they might have to abandon the cottage idea and build a more traditional subdivision. Penn Plaza Activists Criticize Peduto For Broken Promises, While Mayor Says The City Did Enough

Affordable housing activists are calling out Pittsburgh Mayor Bill Peduto , saying he hasn't done enough to help low- income residents evicted from East Liberty's Penn Plaza Apartments . But Peduto responded, saying his administration has gone "overboard" to help relocate the displaced residents. "To say that the city didn't do enough is an insult," Peduto said.  "Even when we did [find new housing], they said no, and now they're holding protests saying we didn't do enough." In the summer of 2015, approximately 200 residents of the Penn Plaza Apartments were served 90- day eviction notices by developers LG Realty Advisors . This was a shock to the mostly low-income residents, who found out their homes would be razed to support an upscale Whole Foods grocery store , a plan that has since been cancelled. CA Legislature to Force Bay Area to Loosen Land Use Rules for Housing

The California legislature is responding to spiking Bay Area rents by moving bills that would force cities to loosen restrictive land use rules that have impoverished renters and created massive profits for apartment owners. Year-over- year apartment rents at the end of March 2016 were falling hard in the Bay Area, with annual percentage decreases of 15% in Redwood City, 13% in Santa Clara, 8% in Palo Alto, and 5% in Oakland. But prices stabilized after the election of President Donald Trump ignited a new technology stock price boom , and have recently begun to take off and spike to new all-time-highs over the last 12 months. But the most recent Zumber survey found that Bay Area one- bedroom apartment rents rose by 2 percent in July. San Francisco  has the most expensive rent in the state at $3,450, followed by Mountain View at $3,060, and Redwood City at $2,970. Should SF tax empty homes and buildings?

San Francisco Supervisor Aaron Peskin has asked the city attorney to explore legislation to impose a vacancy tax on large property owners who leave residential and commercial buildings empty . During a supervisors meeting this month, Peskin said he continues to receive complaints about the impact of “ghost buildings” on neighborhoods. The problem is, nobody really knows how many vacant homes there are in the city and whether a vacancy tax would be legal or effective in freeing up much-needed housing. In an interview, Peskin cited a 28- unit apartment building at 1656 Powell St. that was vacated after a fire damaged some units in December 2013. It remains empty. The three-story building is in a prime North Beach location across from Washington Square Park . Four businesses on the building’s ground floor — a liquor store, a bar, a Thai restaurant and a seafood restaurant — are open, but the apartments above still have boarded-up windows and a littered lobby.
