A 15-year-old boy and his father are being credited by neighbors for spotting a fire on the roof of their Merrillville apartment building Monday , a day when they were warned there would be fire alarm testing . Tonda Hayes was taking a shower after 9 a.m. Monday when her son, Marcus, 15, told her the fire alarms were going off and they needed to leave their apartment, G Building at Summerwood Apartments/The Lakes at 8201. Tonda said she told her son not to be paranoid because the complex had posted letters saying it would be conducting tests of the fire alarm system between 9 a.m. and 5 p.m. Monday. Marcus, however, was unconvinced, she said. He went outside, where he spotted the flames on the roof and came back to get her. "He told me 'We got to get out. The roof is on fire,'" she said. In 2008, Hurricane Ike made landfall in the United States, killing 112 people and causing about $37.5 billion in damages. The storm destroyed the Louisiana coastline and caused flooding along the Mississippi River.  Ike also caused trouble in the state of Texas, forcing people to evacuate and move out, never to return. Among them was Erika Negrete, 31, who managed to escape along with her family.  She came to California and has been thankful to be able to stay with her in-laws in Fontana ever since.  However, Negrete, her husband, and three children were frustrated because of a lack of privacy. But all that changed last month, when she moved to a brand new three- bedroom apartment unit located at the Toscana Apartment Community in Fontana. "Now I feel free to do whatever," said Negrete.  "It feels so good to have your own place.  It gives you a sense of dignity and pride." PHOENIX - Nearly 200 residents at the Mirabella Apartment complex in Phoenix have been without water for days. That is until late Thursday night when Phoenix Fire Department spokesperson Benjamin Santillan told ABC15 the city agreed to turn the water back on for a week. The water company says the complex near the I-17 and Camelback owes them about $50,000 dollars, and until the bill is paid, the residents are stuck in the middle. "I think this is crazy. Everyone is very emotional, we don't know when this will end or if we'll have to go without water every day," said Crystal Medina who called ABC15 for help. When our crews arrived they found some fed up residents standing outside. They've been dealing with no water for two days. "It's terrible. But if you want to live within line-of-sight to the ocean, this place is as affordable as it gets. The manager is hands-down one of the nicest dudes I've met and has been extremely accommodating to us. Although the property is old, it's clean and decently kept up. The pool and hot tub are nice. We're on the 2nd floor in a corner unit and it's been very quiet for us. We haven't had any issues with bugs or vermin of any sort; in fact, we keep our porch door wide open all day long so our kitties can get some fresh air. This results in maybe 1 fly per day inside. There are surfer trails very nearby that lead down the cliffs for beach access. Bottom line, if you're looking for luxury, don't live here. It's too old to ever be luxurious. (TNS) - Torrential rains fell overnight causing historic flooding in south Kansas City , Mo., and leading to water rescues and evacuations. As many as 9 inches of rain fell since Monday. Early Tuesday firefighters rescued a woman stranded in a tree at 103rd Street and Wornall Road when Indian Creek flooded the area. That creek, which saw record flooding last month, set a new record of 28. 22 feet overnight . A family of seven were trapped on top of their roof after rushing floodwaters surrounded their home at 155th Street and Kenneth Road. The Overland Park Fire Department have been in contact via phone with the family of three adults and four children and their pets. Because they are not in immediate danger and the water levels around them are receding, crews will allow those water levels to drop to safer levels before evacuating the family. If plans work out, the city will be gaining a new restaurant called the Spin-N-Win Cafe. During its meeting Aug. 7, the Highland City Council voted to increase the number of class D2 liquor licenses from 10 to 11 permits. A D2 license allows restaurants to operate video gaming terminals . The council also approved the issuance of the additional license to Surjuit “Sunny” Tut, the owner of Tut Properties Inc. and Highland Liquor and Food Mart, located at 201 Walnut St. In a letter to Mayor Joe Michaelis , Tut said he is in the process of negotiating with a chain food service provider in hopes of opening a restaurant called the Spin-N-Win Cafe. Tut said he originally wanted to open the restaurant out of his existing business. But he decided it would not provide enough space, so instead he purchased a property at 213 Walnut St. with the intent of tearing down a dilapidated home and garage on the property.
