State and local officials were on hand for the ceremonial groundbreaking of the Polson Landing housing units Wednesday morning . “Where there are other small towns struggling to survive, the city of Polson is thriving,” Mayor Heather Knutson told a crowd of 40. Affordable housing is a challenge the city has seen and identified, Knutson said. The 35-unit building is located at 402 Ridgewater Drive. Growth within the city has brought opportunity to the area, she said, helping the tourism, entertainment and health services industries , but “most importantly, jobs.” According to a press release from the office of Governor Steve Bullock , Montana was awarded $6 million of Montana Board of Housing tax credits to Housing Solutions , a Missoula- based affordable housing developer . Roughly 220 children in lower-income families in Bloomington qualify for but do not have access to affordable pre- kindergarten education . In an effort to change this, Alex Crowley, director of the city’s Economic and Sustainable Development Department , said a state-sponsored initiative, On My Way Pre-K pilot program, which provides funding to programs serving 4-year-olds from families with household incomes at or below 127 percent of the federal poverty level , is coming to Monroe County next year, and it is estimated it can help about 50 children. That begs the question: What can the city and others do to make sure no children who are eligible for pre-kindergarten are left out? A GROWING CITY – Jersey City rents are high among major cities in the U.S. but apparently have other positive factors JERSEY CITY -- GOBankingRates, a personal finance website , published a study that ranked Jersey City as one of the most expensive cities to rent a one-bedroom apartment in the country. When compared to 50 major cities nationwide , Jersey City came in fifth, according to the study. The city is also one of the places where rents are increasing the most. However, Jersey City also rated as second best in the nation for walkability. And the study said costs for basic utilities were third lowest on the same list of 50 cities. Whitney and Luke Bowerman dream of building cottages on one of the few larger lots remaining in Olympia’s Eastside neighborhood. They want to leave the existing trees on the Fairview Street Southeast lot , and reflect the character of the neighborhood in their design. The cottages would join a new, three-bedroom house also designed to fit the area. But the city of Olympia has made it expensive to build cottages, the Bowermans said. They estimate that city fees alone will run $30,000 to $40,000 per cottage. And the cottages will be just between 500 and 800 square feet. “The impact fees for a 500-square-foot cottage are almost the same as for a single-family home,” Whitney Bowerman said. “But you can’t rent them for as much,” Luke Bowerman said. If changes aren’t made to reduce the costs, the Bowermans said, they might have to abandon the cottage idea and build a more traditional subdivision. We tolerate residential segregation because we’re convinced that it happened informally — because of personal choices and private discrimination. But what cemented our separate neighborhoods is something most of us have forgotten — government’s unconstitutional and systematic insistence on segregated housing in the mid-20th century, establishing patterns that persist to this day. The 2010 census data show that 60% of Los Angeles’s African Americans live in neighborhoods where few whites are present. The exposure of blacks to whites is as minimal as it is in Chicago or Newark; concentrated African American poverty is as common in L.A. as in New York or Pittsburgh. The New Deal created the nation’s first civilian public housing in the 1930s, segregated not only in the South, but nationwide.
