Should SF tax empty homes and buildings?

San Francisco Supervisor Aaron Peskin has asked the city attorney to explore legislation to impose a vacancy tax on large property owners who leave residential and commercial buildings empty . During a supervisors meeting this month, Peskin said he continues to receive complaints about the impact of “ghost buildings” on neighborhoods. The problem is, nobody really knows how many vacant homes there are in the city and whether a vacancy tax would be legal or effective in freeing up much-needed housing. In an interview, Peskin cited a 28- unit apartment building at 1656 Powell St. that was vacated after a fire damaged some units in December 2013. It remains empty. The three-story building is in a prime North Beach location across from Washington Square Park . Four businesses on the building’s ground floor — a liquor store, a bar, a Thai restaurant and a seafood restaurant — are open, but the apartments above still have boarded-up windows and a littered lobby. Residents have begun moving into the River House, a two- building apartment complex at 1785 N. Water St. consisting of 243 units. Developed by Atlanta- based Atlantic Realty Partners , the project marks the first entry into the city for the firm founded by two brothers originally from Whitefish Bay. The company, which has developed approximately 8,000 rental units across the country, has a handful of other developments in the Milwaukee area , including a cluster of buildings on W. State St. in Wauwatosa. I toured the complex in late January with property manager Alexis Criscimagna and Atlantic Realty Partners project manager Matthew Schossow . SOUTH SIOUX CITY , NE (KTIV) - One thing that ties all three Siouxland states together is the Missouri River, which can be seen as you drive along Interstate 29. Soon, there will be housing units able to enjoy the view from Flatwater Crossing , in South Sioux City . "We're about 95% complete with all of our road and streets, water, sewer and utility systems are coming to Flatwater," said Dennis Johnson, chief investment officer for Ho-Chunk, Incorporated. The $75- million dollar , ten- year development project will bring 600 apartment units , and 400 single family homes , to the two-thirds of a mile stretch along the Missouri River. And, like the city's focus to go green, Flatwater project leaders are doing the same. "A very large amount of green space here that'll have several trails," said Johnson. She wants to you have a sensory experience. Perron is an artist and art teacher, and the Gîte de l’Artiste Perron is her gallery. You can gaze at canvases of flora and wetlands, and study the genre she calls “expressive realism.” The Lower Laurentians’ newest B&B is on a quiet, tree- lined residential street less than two kilometres from the centre of St-Sauveur. Perron and her husband, Jean-Marc Houle, transformed the lower- level bachelor apartment of their fieldstone bungalow into a getaway including two guest rooms with queen-size beds, plus a smaller room for children. Everything was rebuilt from scratch — floors, walls, ceilings, electricity and heating — so it’s fresh and inviting.
