NORFOLK Plans for the new five- story complex north of downtown, featuring shops and more than 200 apartments, were approved three years ago. Last year, the former headquarters of Hampton Roads Transit was demolished to make way. But the 2- acre lot remains nothing but a fenced-off patch of dirt. And a few weeks ago, for-sale signs went up near the fences where renderings used to hang. The developer behind the proposed $42 million complex at 1500 Monticello Ave., next door to Chick-fil-A, said the project isn’t dead – merely delayed by financing problems. “We think it’s still a great site and a great opportunity to do something there,” said Michael Haller, the executive vice president of Fairfax- based developer Concord Eastridge . “We love what’s going on with Norfolk. ... NORFOLK The housing market may be struggling, but apartment construction in Norfolk continues to boom. The City Council is expected to approve a rezoning today that will allow a 180-unit, $20. 7 million upscale apartment development called the Meadowood Apartments to be constructed off North Military Highway . It would be the seventh apartment complex that opened, received city approval or on which construction began in the past year. Moreover, two other apartment complexes have been proposed. Meadowood would be built on 7.7 acres currently zoned for industrial use on International Boulevard adjacent to a Kmart and the Park Crescent Apartments . Rents would top out at $1,450, said Taylor Franklin, vice president of multi family development for S.L. Nusbaum Realty . It would be a gated community, Franklin said. A new study has revealed the UK's top 'happy places', with a pub lunch in the Cotswolds taking the top spot.  Researchers from Serviced Apartment Company Saco  polled UK holidaymakers and revealed one in four Brits believe there really is 'no place like home' when it comes to holidays. The findings detailed which places in the UK evoke special memories for Britons and ultimately make them 'happy', with hiking in the Lake District coming a close second, followed by eating an ice-cream on Brighton Beach. A new study has revealed the UK's top 'happy places', with a pub lunch in the Cotswolds taking the top spot Enjoying fish and chips in Padstow Harbour and admiring the white sandy beaches of the Hebrides completed the top five happy spots. A U.S. Navy jet crashed into an apartment complex in Virginia Beach , Virginia, on Friday afternoon . CNN reports that the plane -- an F/A-18D assigned to Strike Fighter Squadron (VFA) 106 -- slammed into the Mayfair Mews Apartment complex , setting several apartments on fire. The US Navy reported that both pilots ejected from the plane, but are being transported to the local hospital for observation. He is from Suffield, Connecticut. They earlier recovered the remains of Electronics Technician 3rd Class Kenneth Aaron Smith , 22, who the Navy listed as being from New Jersey. His mother said Smith grew up in Novi, Michigan, and moved to Norfolk, Virginia, as a teenager with his father. The military said five sailors were injured and 10 were missing following Monday's collision. The Navy said missing soldiers were from Missouri, Texas, Maryland, Ohio, New York, Connecticut and Illinois. The collision tore a hole in the ship's left rear hull and flooded adjacent compartments , including crew berths and machinery and communication rooms.
