St. Paul allows Victoria Park apartment opposed by charter school

By a vote of 6-0, the St. Paul City Council on Wednesday declined to side with Nova Classical Academy in a dispute over the height of a proposed apartment building at 763 Kay Ave. Chase Real Estate , which has opened two apartment buildings in the new Victoria Park neighborhood , has proposed a third building of four floors and 50 units. Nova, a K-12 charter school, recently appealed a decision of the planning commission, which allowed changes to the Victoria Park Master Plan to accommodate the proposed building height of up to 49.5 feet. The master plan had previously envisioned the site to someday host 13 townhomes with a maximum height of 40 feet. NORFOLK The housing market may be struggling, but apartment construction in Norfolk continues to boom. The City Council is expected to approve a rezoning today that will allow a 180-unit, $20. 7 million upscale apartment development called the Meadowood Apartments to be constructed off North Military Highway . It would be the seventh apartment complex that opened, received city approval or on which construction began in the past year. Moreover, two other apartment complexes have been proposed. Meadowood would be built on 7.7 acres currently zoned for industrial use on International Boulevard adjacent to a Kmart and the Park Crescent Apartments . Rents would top out at $1,450, said Taylor Franklin, vice president of multi family development for S.L. Nusbaum Realty . It would be a gated community, Franklin said. Debating Fire Sprinkler Codes After New Jersey Blaze

In January 2015, a massive fire in Edgewater, N.J., demonstrated that buildings with sprinkler systems are not always protected against fire. The blaze destroyed 240 residential apartments and displaced 500 people from the Edgewater Avalon apartment building . The fire began when a maintenance worker’s plumbing torch accidentally ignited wooden wall studs , and flames quickly spread throughout the structure. Fifteen minutes passed before workers called the fire department . In that time, the fire spread throughout combustible void spaces (between walls and floors) and soon engulfed the building. Emergency personnel from 35 different cities and towns ultimately responded to the incident. Thankfully, there were no fatalities. Fall Start Seen For Route 120 Apartments

Lebanon— The apartment complex to be built behind the Element hotel on Route 120 in Lebanon moved has moved a step closer to reality as the developer has filed his plans and sought permission from the city to begin construction. Manchester developer Dick Anagnost filed a permit application with the Lebanon’s city planning department to begin construction on a $4 million, three- story apartment building . He hopes to be able to break ground on the project this fall and have it ready for occupancy next summer, according to Anagnost. The apartment building is the first in a planned 153- unit residential complex in Altaria Lebanon Park , a mixed commercial and residential development spanning 65 acres of which the 4-year-old Element hotel was the first phase. Anagnost expects the entire five- building apartment project to be completed by 2019 at a cost “all-in, probably $20 million to $30 million,” he said in an interview. MANATEE -- A proposed lakeside apartment complex bordered by newer townhomes and single family homes may soon bring more market-rate rentals to University Parkway. A property owner-controlled by Gilbane Building Co. of Rhode Island has submitted a final site plan to Manatee County that calls for 180 apartment units at 3415 Broadway Ave. The six- building complex would occupy a little more than nine acres in an area with fewer rental options than University Park to the east. Contacted about details the project, a representative of the property owner, University Groves Property LLC , declined to comment. Gilbane operates an office in Lakewood Ranch. AMHERST — A large apartment complex proposed for Route 9 at the Amherst- Hadley town line continues to move through the permitting processes in both communities, even as some residents express worry about the size of the project and how it could impact their neighborhood. Amherst Planning Director Christine Brestrup said people have raised several issues with the 131- apartment Aspen Heights residential community in both written comments and orally at a Zoning Board of Appeals hearing earlier this month. One of the most prominent concerns, Brestrup said, is whether people who live at the proposed complex , to be built at 408 Northampton Road, will drive through the Greenleaves Retirement Community and Windfield Family and Senior Estates. Because Northampton Road is a divided highway, those living at Aspen Heights will have to exit the complex by taking a right, heading east, Brestrup said. Michael Lerner, founder of MCZ Development, has requested a new zoning designation to allow for the five-story building at 1737-1741 N. Western Ave., city records show .
