CONCORD — Carlton Senior Living, which plans to expand its Concord housing complex , recently bought from the city a vacant lot that sits behind the Park & Shop shopping center . The Concord- based firm agreed to pay the city $380,000 — the full appraised fair market value — for a 9,600-square-foot parcel at the corner of Sutter and Harrison streets. The property is adjacent to Carlton’s 152- unit independent living apartment building at 1700 Broadway. Carlton owns 11 senior housing communities in Concord, Pleasant Hill, Davis, San Leandro, San Jose, Fremont, Sacramento and Elk Grove. The Concord complex is the only one without a memory care or assisted living component , said Todd Kemerly, senior vice president of sales and marketing. Megan Mishler has lost her sense of security. Mishler, who has a rare genetic condition called Ehlers -Danlos Syndrome that prevents her from working, was recently forced to move from her apartment just west of Ann Arbor because her landlord is transitioning from affordable housing to market rate. Mishler is not alone; the transition will impact 144 units at the 368- unit Woodchase apartment complex at 1100 Rabbit Run Circle in Scio Township. “This has been extremely, extremely difficult. I was almost paralyzed at first,” Mishler said, referring to when she learned she would have to move. “This just added a whole other layer on top of all the other stuff that I’m already dealing with.” Mishler was told the rent for her one-bedroom apartment would jump from $770 per month to about $1,200 per month at the end of her lease term. NORFOLK Plans for the new five- story complex north of downtown, featuring shops and more than 200 apartments, were approved three years ago. Last year, the former headquarters of Hampton Roads Transit was demolished to make way. But the 2- acre lot remains nothing but a fenced-off patch of dirt. And a few weeks ago, for-sale signs went up near the fences where renderings used to hang. The developer behind the proposed $42 million complex at 1500 Monticello Ave., next door to Chick-fil-A, said the project isn’t dead – merely delayed by financing problems. “We think it’s still a great site and a great opportunity to do something there,” said Michael Haller, the executive vice president of Fairfax- based developer Concord Eastridge . “We love what’s going on with Norfolk. ...
