The mood was tense, the hour was late and the conflict had a familiar ring to it. Ansca Homes is seeking permission to build 206 apartments on Hypoluxo Road, and the neighbors were not happy. “There are two sets of property rights here, the existing communities and the people who want to build,” Palm Beach County Commissioner Shelly Vana said. “I hope the answer is something everybody can live with.” Vana reminded the homeowners that workforce housing , which accounts for 142 of the 206 apartments, is a mandatory program heavily supported by the Palm Beach County Commission . It was declared to be at a crisis level in 2005. Vana added that it would behoove the developer to make any concessions it could, even though some had already been made. If you’ve driven by Gumwood and State Road 23, you have likely spotted the orange barrels and construction equipment. But, there is more planned for that area than just changes to the roadway. More than 200 apartment units are planned for one side of Gumwood and two drive-thru restaurants could soon be added to Toscana Park. The proposed projects were discussed at a Mishawaka Plan Commission meeting Tuesday night . Some residents in attendance are not too happy about seeing more commercial properties in their neighborhood. Several people took to the podium to share their disapproval of some of the plans. “Now you want to add even more commercial property along a strip of residential people ,” said Jayne Schellinger, who lives nearby. “I didn’t buy this house to have a walkway to dining.
