Experts say the infant wouldn't have survived much longer if a neighbor hadn't found her.

Once the Texas county sheriff's deputies were finally allowed inside, they spoke with a 21-year-old woman who appeared to live in the Cypress Creek apartment complex unit. "It's like they just left the baby out there like it was trash", said Baldwin.

The unnamed mother is now in the custody of sheriffs and the local district attorney is now considering charges against her.

Detectives knocked on the apartment's door, but the residents refused to open it.

"Without this neighbour, we could be looking at probably a whole different scene", said HCSO Deputy Thomas Gilliland. Peterson took the baby to his apartment and asked his wife to call the police, while he cleaned up the baby. Investigators said a trail of blood near the bushes led them to a nearby apartment.

The mother was examined by paramedics and is expected to be OK.

Child Protective Service officials will work to place the baby girl with a relative or close family friend for now.

Police estimated the baby to be about an hour hold when it was discovered.

The newborn will remain in the hospital's custody until custody proceedings are finished, Child Protective Services on Friday. "There are other ways of going about it", resident Rontrell Lucas said. The Safe Haven or Baby Moses law gives parents who are unable to care for their child the right to leave the child somewhere like a fire station or hospital without prosecution. She was with a man, but they aren't sure of her connection to him at this time.
