Apartments Proposed On East Middle Turnpike In Manchester

An apartment complex is proposed for open land near the state Department of Social Services building on East Middle Turnpike.

The plan for the property owned by ABL Associates of Newington is to build 34 one- and two-bedroom apartments on about 3.5 acres at 699 and 719 East Middle Turnpike, according to a letter to the planning and zoning commission. The commission is to discuss the preliminary plan at its meeting on Mondayat 7 p.m. in Lincoln Center.

The townhouse-style apartments, which would include garages, would be moderately priced, Lawrence Shipman, an attorney for developer Kimlar LLC, wrote. The development would require subdivision of land and a zone change from residential and neighborhood business zones to planned residential zone.

"We believe this project will be an enhancement to the neighborhood and is a far better use for the property than the uses currently permitted in the (neighborhood business) zone," Shipman wrote.

Zoning rules define the neighborhood business zone as a commercial district within or next to residential areas that provides convenient access to retail and service businesses. Allowed uses include florists, hardware, book, sporting goods, liquor and gift stores and pharmacies.

Bounded by East Middle Turnpike and Plaza, St. Paul and Greenwood drives, the site has hosted a variety of uses over the years. A dry cleaning business left some contamination that is being cleaned up, Shipman wrote. The plan, he wrote, is to maintain "a significant amount of green space" at the site.
