Lomita to receive $450,000-plus windfall if dense apartment project is built on Torrance border

The developer of a large proposed Lomita apartment complex will pay the city more than $450,000 initially and then $50,000 annually in development fees to offset the effects of a project more dense than municipal standards currently allow. In addition, to get around the density issue, the city plans to create a specific plan for the area that would permit residential densities of up to 88 units an acre. That’s the exact density of the 220- unit Picerne Apartments , which would sit on a 2.7-acre site on the Torrance border at the northeast corner of Lomita and Crenshaw boulevards. The Broe Group is demolishing two existing garden apartments and replacing them with two overwhelming 30-story towers near the intersection of Downing St. and Ellsworth Ave. The twin skyscrapers will be the tallest buildings outside of downtown Denver and will be equal in height to the One Tower Center on 17th Street, the 15th tallest building in Denver. Ideas floated for fixing Freeman's Bridge Road

GLENVILLE — Residents' ideas to improve the look and safety of Freeman's Bridge Road range from constructing a roundabout at its intersection with Route 50 to finding a way to remove the railroad crossing that splits the corridor in half. "You really need more lanes; you need sidewalks," said Jim Mastroianni, who owns the Glenville Sportsplex just south of the railroad crossing, during a planning workshop Wednesday at the Glenville Senior Center . Mastroianni has operated at the Freeman's Bridge Road location for nearly 25 years. "It's a lot busier than it was. A lot needs to change," he said. Mastroianni was among about 50 people who turned out for the workshop, which was part of the town's $50, 000 Complete Streets study of what can be done to improve the corridor. A focus is being placed on making the road more bicycle- and pedestrian-friendly.
