WICHITA — Numerous Wichita apartments have recently changed hands . First, Lew McGinnis, an Oklahoma businessman with a history of buying and selling apartment properties here and in his home state, has purchased six more in Wichita for a dozen total. McGinnis didn't return calls for comment, but someone in his office – who declined to give her full name – confirmed that he has purchased new properties here and is now managing them as well. As summer comes to a close and the kids go back to school, there seems to be a whole lot of movin’ going on. Marguerite Vann teachers moved back into a renovated building this past week while other school personnel were moving to new positions or even new schools. Teachers were moving in new supplies and displays to assist them in teaching their new classes. And those yellow school buses will be moving again tomorrow, some over newly paved highways and roads. That is working out right now as new communications technologies are revolutionizing sectors like short-term housing and short- distance human transportation . I use these wordings rather than “hotel” and “taxi” because companies like Airbnb and Uber are changing the very meaning of these historic terms. Much of this is to the good, enabling society to get more satisfaction of human needs and wants from a given set of resources. But Schumpeter’s insight that economic creation inevitably is linked with destruction still applies. The developer of a large proposed Lomita apartment complex will pay the city more than $450,000 initially and then $50,000 annually in development fees to offset the effects of a project more dense than municipal standards currently allow. In addition, to get around the density issue, the city plans to create a specific plan for the area that would permit residential densities of up to 88 units an acre. That’s the exact density of the 220- unit Picerne Apartments , which would sit on a 2.7-acre site on the Torrance border at the northeast corner of Lomita and Crenshaw boulevards. "One morning when I looked at the skyline, I saw four different cranes piercing the skyline from the central business district ," Czerniak said. Lake Forest Hospital The hospital is still on target to open its outpatient clinics this fall with the rest of the almost $400 million hospital to open in the first quarter of 2018.
