With California Lawmakers Back from Recess, Housing Crisis Is in the Crosshairs

California state legislators are back in Sacramento after a month- long summer recess and they are looking to tackle the state’s growing housing crisis with a package of bills that could generate more than $3 billion for affordable housing as well as streamline new housing approval and construction. But lawmakers and political observers alike have noted that it won’t be an easy task to get the votes necessary to pass some of bigger-ticket legislation, like S.B. 2 and S.B. 3 , both of which have passed the State Senate but still need to get through the Assembly. And both require a two-thirds supermajority to pass. S.B. 2, introduced by State Senator Toni Atkins (D-San Diego), would place a $75 fee on real estate transactions and generate roughly $250 million a year annually. State Senator Jim Beall (D-San Jose) introduced S.B. 3, which would put a housing bond before the voters in 2018 that would generate $3 billion. “We ne...

Charlotte affordable housing forum raises possible solutions

There’s a big demand for more affordable housing in Charlotte, where rents and home prices have shot up much faster than wages over the past few years. Many of the apartments being built now target more affluent renters, waitlists for housing vouchers are long and starter homes are snapped up almost immediately. So why aren’t developers building more affordable housing ? That was one of the main questions at a candidate education panel hosted by the Greater Charlotte Apartment Association on Friday, where about two dozen candidates for Charlotte City Council turned out to learn some of the basics on a complicated subject. “ Affordable housing is one of the topics you’ll talk about a lot,” Bryan Holladay, who supervises the group’s government affairs outreach , told the candidates. The subject is an alphabet soup of acronyms (like NOAH, or “ Naturally Occurring Affordable Housing ”) and overlapping terms and definitions. Olympia to revise codes to allow for a variety of housing

Whitney and Luke Bowerman dream of building cottages on one of the few larger lots remaining in Olympia’s Eastside neighborhood. They want to leave the existing trees on the Fairview Street Southeast lot , and reflect the character of the neighborhood in their design. The cottages would join a new, three-bedroom house also designed to fit the area. But the city of Olympia has made it expensive to build cottages, the Bowermans said. They estimate that city fees alone will run $30,000 to $40,000 per cottage. And the cottages will be just between 500 and 800 square feet. “The impact fees for a 500-square-foot cottage are almost the same as for a single-family home,” Whitney Bowerman said. “But you can’t rent them for as much,” Luke Bowerman said. If changes aren’t made to reduce the costs, the Bowermans said, they might have to abandon the cottage idea and build a more traditional subdivision. The kind folks at the Orange County chapter of the Building Industry Association were nice enough to invite me to join a recent panel on local housing market conditions . I decided an early- morning seminar required a quick start, so I offered the audience of industry insiders and local elected officials a “pop quiz” on some housing supply and affordability trends. The theme to my questions was that decades of rising housing costs aren ’t as out of line with monetary sanity as one might think. That reality check doesn ’t make it any financially less challenging to live here, but I think it does give policymakers some leeway when seeking cures to local housing hurdles .
