A planned new development in Eckington faces opposition on an unlikely front: its request to change the current industrial zoning to build a mixed-use residential building. Amending the zoning would keep with nearby developments, but begs the question of where Washington DC  should preserve its limited industrial land , and how much it should save. The planned Eckington Park development is located at the northwestern corner of the empty lot at the corner of R Street and Harry Thomas Way NE next to the Metropolitan Branch Trail . This is the same lot where, on the southern half of the site, the NoMa Parks Foundation plans to build its new large park. Brian Sikma, owner and developer at East 64th, LLC, a real estate and development company, submitted his application to Holland on Aug. 3. City council during its Wednesday, Aug. 16, meeting will accept the application for study. Sikma explained that the district will allow the company to ask for an abatement for a speculative 300, 000 square foot industrial facility at 374 E. 64th St. A tax abatement reduces the amount of property taxes an owner would pay. In order to get an abatement, the companies that use the facility need to meet state and local guidelines, Sikma said. “We’re asking for a district on this site so that in the future if we have the right company lease this they could get a tax abatement,” he said. The 133- unit Stoneyard Apartments were slated to be reviewed at Tuesday's council meeting, but Mayor Esther Manheimer asked that the public hearing be delayed to "a date uncertain." The council unanimously approved the change with no discussion. No one from the Saluda- based AltInvest development group spoke at the meeting. (TNS) - Torrential rains fell overnight causing historic flooding in south Kansas City , Mo., and leading to water rescues and evacuations. As many as 9 inches of rain fell since Monday. Early Tuesday firefighters rescued a woman stranded in a tree at 103rd Street and Wornall Road when Indian Creek flooded the area. That creek, which saw record flooding last month, set a new record of 28. 22 feet overnight . A family of seven were trapped on top of their roof after rushing floodwaters surrounded their home at 155th Street and Kenneth Road. The Overland Park Fire Department have been in contact via phone with the family of three adults and four children and their pets. Because they are not in immediate danger and the water levels around them are receding, crews will allow those water levels to drop to safer levels before evacuating the family. Private yards, a man cave, a dog park and Package Concierge are a few of the amenities that will be offered at The Julian at South Pointe apartment complex . The 436-unit complex will lease for $1.49 a square foot when it opens in 2018, said Kim McCaslin, vice president of MR Development. Pre-leasing will start by the end of 2017. The City Council unanimously approved the detailed site plan for the project at its Monday meeting. The apartments are proposed on Harmon and Lowe roads. Only 36 percent of the units will be two bedrooms. The remainder will be one bedroom. No three-bedroom units are proposed. McCaslin said they wanted to offer new amenities at this complex that they don’t offer at the Villagio Apartments on Debbie Lane.
