Torrential rains caused historic flooding in the Kansas City area Tuesday , leaving one man dead in Kansas and others stranded for hours by high water. Water rescues and evacuations kept police and firefighters busy with hundreds of calls after as much as 9 inches of rain fell starting Monday night . Flooding made many roads impassable, trapping people at homes and businesses along the Blue River and Indian Creek, which set a new record of 28.22 feet overnight and topped its banks after record flooding last month. Water spilling out of Indian Creek inundated bridges , businesses, apartments and houses. For just the second time ever, the National Weather Service issued a flash flood emergency alert for the entire Kansas City area . The first time was last August. Johnson County declared a state of local disaster, and an American Red Cross shelter in south Kansas City took in nearly 20 people by Tuesday afternoon , when flood waters started to recede. Jeremy Lett, 28, was shot by TPD officer David Stith , who was responding to reports of a burglary at the Shadow Ridge Apartments on West Tharpe Street around 8 p.m. Wednesday. After Stith spotted and confronted a man matching the burglary suspect's description, the two men were involved in a physical altercation during which Stith shot Lett , according to TPD spokesman David Northway . The burglary was reported at the complex, but Northway did not know which apartment. Stith, who was not injured, has been placed on administrative leave with pay following the incident, which is protocol when an officer fires his weapon in the line of duty. Five persons suspected of ramming a van into people in Cambrils in Spain have been shot dead, police said hours after 13 people were killed in a similar incident in Barcelona. 7-year-old Sydney boy Julian Cadman is missing after the Barcelona terror attack . SUSPECTS in Spain’s twin terror attacks had been planning an even bigger assault than the deadly car rampages they carried out, police said, as distressing details emerged of families torn apart in the horror. Police said they shot dead five “suspected terrorists” who had knocked pedestrians down in the Catalan seaside resort of Cambrils in a second attack in the early hours of Friday, and arrested four others as Spain reeled from the deadly violence . The 50-year-old Rutland man had arrived in Burlington a week earlier, just hours before a fight among three itinerant men turned violent in City Hall Park . Police said Conner Lucas was intoxicated when he stabbed two fellow homeless men — one in the hand, the other in the neck — on August 9. Within 24 hours, Madeiros had gotten a knife of his own, for protection. He has no plans to use it, he said, but, "Of course, I'm nervous." He's not alone. The stabbing incident was the second in the last five months involving homeless men in downtown Burlington . BARCELONA, Spain (AP) — The Latest on the Spain attacks (all times local): 5:15 a.m. Australian Prime Minister Malcolm Turnbull has asked people to pray for a young Australian boy who is missing after a vehicle attack on a popular Barcelona promenade that killed 13 people. Turnbull said Saturday that the boy's mother was badly injured and is in a hospital following Friday's attack at the Las Ramblas promenade . Turnbull says the boy's family is searching for him. He did not release the boy's name. Turnbull says: "All of us as parents know the anguish his father is going through, and his whole family is going through, as they rush to seek to find him in Barcelona."
