Torrential rains caused historic flooding in the Kansas City area Tuesday , leaving one man dead in Kansas and others stranded for hours by high water. Water rescues and evacuations kept police and firefighters busy with hundreds of calls after as much as 9 inches of rain fell starting Monday night . Flooding made many roads impassable, trapping people at homes and businesses along the Blue River and Indian Creek, which set a new record of 28.22 feet overnight and topped its banks after record flooding last month. Water spilling out of Indian Creek inundated bridges , businesses, apartments and houses. For just the second time ever, the National Weather Service issued a flash flood emergency alert for the entire Kansas City area . The first time was last August. View Comments Paris McConville went to the front lobby of the Central Precinct Tuesday afternoon and reported a dead person in an apartment in the 700 block of Southwest Saint Clair Avenue . A 34-year-old man faces a murder charge after leading police to a man's body inside a Southwest Portland apartment . Police said Paris McConville was lodged in the Multnomah County Jail on one count of murder. McConville will be arraigned Wednesday afternoon . Police said the victim is 35-year-old Ryan D Thompson. McConville went to the front lobby of the Central Precinct Tuesday afternoon , Aug. 22, and reported a dead person in an apartment in the 700 block of Southwest Saint Clair Avenue . Detectives found the man's body and began a suspicious death investigation . During the investigation, detectives took McConville into custody.

Another Gunshot Victim Located After Monday’s Shooting in Central

Local News LUBBOCK, TX - Lubbock Police said that another gunshot victim came forward on Tuesday related to a shooting incident on Monday afternoon. At about 2:30 Monday afternoon, the Lubbock Police Department received a call about gunshots in the area of 2100 Avenue O.  An officer was nearby and heard another gunshot near 24th Place and Avenue N. The officer found a 35-year-old woman who had been shot in the arm.  Police said she had “moderate injuries.” Police said Abrean Watkins , 22, was arrested on an unrelated charge of unlawful possession of a firearm by a felon. Police said, “On Tuesday at approximately 1:20 p.m., nearly 24 hours after the original call of shots fired, the Lubbock Police Department received a call that another gunshot victim had just arrived at the hospital.” “The male victim had moderate injuries on his hand,” police said. WEST BATON ROUGE PARISH , LA (WAFB) - UPDATE:  The identity of the two deceased men discovered in the Intracoastal Canal on Monday August 7, 2017 has been positively confirmed.  Sylvester Henry Bracey , 27,  of Jackson MS body was discovered first, followed by Arsenio Montrell Haynes , 27, also of Jackson MS. Both men have extensive criminal histories . No additional information relating or pertaining to the case is available. Market St., to get on the ground Tuesday as they forced a third worker into the back room of the store in a 9:20 p.m. robbery. The robbers were both wearing pantyhouse-type masks, black pants and black T-shirts. One told the two employees on the floor that they knew where they lived and would kill them if they called police. Police later used a canine to track the suspects and found a mask believed to have been used by the robbers behind a house on Haymaker Avenue Northwest . The employee forced into the back room said one of the robbers ordered her to open the safe, and they took an undisclosed amount of money from the safe and from a register and fled. The only remains of the birth of "Baby Willow" were washed away from an apartment complex parking lot Tuesday morning as distraught neighbors looked on. A day earlier Orlando police responded around 3 p.m. to Willow Bend Apartments after someone reported seeing a possible placenta in the parking lot. Homicide and crime- scene investigators determined "that a full term baby had been born and discarded," police said. Officers found the mother, 30-year-old Susan Richardson, on Monday but no baby. She only admitted to giving birth to the girl, according to police. Richardson was taken to the Orange County Jail on an aggravated child neglect charge Tuesday afternoon , police say. Panhandler robs motorist of money, cellphone at knife-point Tuesday morning near mall, police say

A motorist who rolled down his window to slip a dollar bill to a panhandler got more than he bargained for Tuesday morning when the man he was trying to help pulled a knife on him, and robbed him of his money and cellphone as he drove out of a mall parking lot in southwest Topeka. Police said the incident occurred about 8:30 a.m. just west of S.W. 21st and Wanamaker, on the south side of West Ridge Mall . Police watch commander Lt . Chris Heaven told The Topeka Capital -Journal the victim said he was driving out of the south mall exit and preparing to enter S.W. 21st when he stopped his vehicle to give a dollar to a man standing at that location asking for money. “The victim rolled down his window and offered him a dollar,” Heaven said. “However, the man pulled out a knife and demanded more money.” The victim complied with the man’s demands, giving him his money and cellphone. Amber Alert: Boy Found; Father Killed By Police

SANTA MARIA, CA — A man who abducted his 9-year-old son after allegedly shooting and killing the child's mother, prompting an Amber Alert, was killed Tuesday in an officer-involved shooting in Tarzana and the child was found safe. The California Highway Patrol reported just after 8 p.m. that the Amber Alert was cancelled. It had been in effect in Los Angeles, Ventura and Santa Barbara counties The announcement that Daniel Morozov was found safe came within 90 minutes of an officer-involved shooting about 6:45 p.m. in the 5500 block of Lindley Avenue near Killion Street that left the boy's father, 48-year-old Konstantin Morozov, dead, according to the Los Angeles Police Department . CHARLOTTE, N.C. - A pick-up game of basketball in East Charlotte ends in gunshots, according to officers with the Charlotte Mecklenburg Police Department . Tuesday afternoon, a 19-year-old teen male and another man were playing a game of basketball on the half court in their apartment complex on Wallace Road. According to the teen's mother, her son won the game and started to leave the court when the man he was playing against got mad and started yelling at him and threatening him. The teen went home and told his mother what happened. A few minutes later, the teen went back outside and the man was supposedly waiting for him with a gun. According to the mother, the suspect fired a shot at the ground, scaring her son, who took off running. According to the incident report, the man fired another round, grazing the teen, before the bullet lodged into the side of one of the apartments. Cottle's jury trial started Monday in Judge Brody Shanklin 's 211th Judicial District Court, according to First Assistant District Attorney Jamie Beck . On Wednesday, after the victim and several witnesses testified, he decided to change his plea to guilty, she said. The case went to the judge for sentencing later that afternoon. The incident started in 2009, when Cottle's daughter was 6 years old. Beck said Cottle lived alone at his home in the 100 block of High School Drive in Lewisville, and his daughter would visit him on weekends and one week in the summer. He sexually abused her for years until she told authorities at the age of 13, Beck said. The blaze broke through the roof and badly damaged the two-story building's roof line before firefighters brought it under control before 1 p.m. Tuesday. Several tenants stood outside, including a woman crying because she lost her cat in the fire. Scanner traffic reported the suspect, described only as a black man, fled the scene in a black vehicle. The victim was airlifted to a trauma center down-the-hill. Paris McConville MCSO   A woman strangled her friend to death, then stabbed him before she turned herself into police Tuesday afternoon , according to court records.  Paris James McConville told police she killed Ryan D. Thompson in self-defense during a fight at Thompson's Southwest Portland apartment Monday evening , according to a probable cause affidavit written by Deputy District Attorney Bumjoon Park and filed in Multnomah County Circuit Court on Wednesday.  McConville, 34, went to the Portland Police Station shortly after 3 p.m. Tuesday. McConville told police she "killed Mr. Thompson and deserved to be punished," the affidavit said. WALLKILL, New York (WABC) -- Officials said careless smoking likely sparked a fire that injured several people and destroyed a dozen homes in Orange County, New York, early Tuesday morning . A resident of the apartment complex called 911 after seeing smoke emanating from a third-floor balcony of one of the residential buildings at the facility around 12:45 p.m., said Breen. 12-year-old in custody for attacking teen with baseball bat

OAKLAND COUNTY, MI - A 12-year-old boy is being held at the Oakland County Children 's Village after allegedly striking a 14-year-old boy with a baseball bat following a fist fight. Deputies with the Oakland County Sheriff 's Office responded shortly before 10 p.m. Monday, Aug. 14, to Oak Forest Apartments , 151 Casemer Road, in Orion Township to a call of two people fighting in the complex. Witnesses told police the younger boy approached the teen and provoked him into a fist fight. He then entered an apartment after the pair separated, grabbed a baseball bat and began chasing after the older boy. The teen was struck in the left knee with the bat as he attempted to run away, police said. A witness to the fight was able to pull the bat away from the 12-year-old boy and throw it over a fence in the area. A juvenile petition was completed and the boy was lodged, pending an intake hearing scheduled for Tuesday afternoon.

Suspect arrested in murder of La Crescenta woman shot outside her apartment

A Lynwood man has been arrested in connection with the Aug. 9 murder of a La Crescenta woman , police announced Tuesday afternoon . Devon White, 20, was arrested by the Glendale Police Department as a suspect in the shooting death of 67-year-old Hy Soon Oh. She was shot in the parking garage of her apartment complex in the 2900 block of Montrose Avenue. At around 8:40 p.m., Oh had arrived home from her business in Lynwood when she was approached by someone who had followed her into the garage, according to Glendale Police Sgt . Robert William. The person then robbed Oh, shot her and fled the area, he added. Forensic evidence gathered at the scene allegedly linked White to the shooting. On Aug. 17, officers from the Glendale Police Department and detectives with the U.S. Marshals Service tracked down White, a known gang member, to Los Angeles, where he was arrested.
